Yes they are supposed to bow to their superiors in Japan, and as for not returning the gesture, in western society, a handshake, as he did, is the polite thing to do. And yeah maybe he does feel superior, he will rule for about 40 years, same as most emperors, and believes their family is divine. Obama will see his term out, if he's lucky.
