At 1:27 it sounds like a childrens toy from the 60's. The toy had a mop handle attached to two wheels. The wide axel for the two wheels had a large dia. and rotating it caused random notes to be created. It was quite loud and annoying. I would bet no parent ever bought one to give to their own child.
