It looks like they are trying to reproduce the latest photographs that look like multicolored lines of light. The weather balloon has a color changing led array attached by a tether. If you had set your video camera to fast shutter speed and then zoomed in on the blinking light while giggling the camera you would get something that looks a lot like the squiggly lines in the sky pictures. Also could be testing the locals response to unknown aerial phenomenon, float that thing and see what happens

Yes, it looks like they were trying to demonstrate something, maybe an experiment of some sort. But they weren't trying to fool the locals, since they had fire trucks with flashers all around (for the helium tank I suppose) and all the officials were informed too. They also didn't let the balloon go up high enough for anybody to see that was further away than a couple of hundred feet.
