This video shows my unsuccessful attempt to start my 2001 Toyota Camry. The problem starts with a locked steering wheel, but it persists even after the steering wheel is unlocked, as you can see from the video.
I was able to start the car later by turning the steering wheel all the way to the left until it locked. I then attempted to turn the ignition key. The steering column unlocked, but then the car did not start. I then turned the steering wheel all the way to the right until it locked. I then again tried to turn the ignition key. This time, the car started. I have no idea if there is a procedure there.
