  • @harrisonconstantinou it was during the 13th century. the first baron's rebellion established the magna carta, which bound the king to certain laws. Then the second baron's rebellion, simon de montfort became the effective ruler of england and he established the first elected parliament in europe. Edward I then expanded on de montfort's parliament, turning it into a regularly elected body which could establish laws through statutes, raise taxes and deal with people's grievances through petitions
