    A pole lathe can be put together with a mittle bit o rope and some scrap sticks, use a couple screws with the ends filed to a point for your centers. The only cost would be a cutter of some kind but u could use any wood chisel just to get goin. Or forge your own, look at cheap simple charcoal forges online
