Speaker of the House Peter Milliken's historic ruling in the Canadian House of Commons, made on April 27, 2010.

Mr. Milliken speaks to a number of related issues. Primarily he is concerned with the validity of a House vote taken in December 2009 in which the Conservative government was ordered to provide uncensored documents related to the transfer of Afghan prisoners. The House requested Mr. Milliken to decide whether or not the government was in breach of parliament for failing to comply with this order.

Mr. Milliken sides with the House, and order the Conservative government to produce the documents. He then gives the House two weeks to decide how to handle this, given the claims of the government that the content of such documents could compromise national security.
