this also often happens when leaves lie on the street, their gonna twist,bu there in holland, where i see it often, it is to weak to create a real dust devil or something like that.. but they are harmless, they cant do you anything, they cant suck you up they just spin

i dont know why people think dust devils are scary, they are harmless ! only 1 out of 1000 of them are dangerous !
