@ghidorah5464 It's supposed to be within the canon of the core cartoon show, so it uses all of its main characters. The show was very popular in Japan as well, which was making its own toyline based upon the series while Playmates did it in America. Then the Japanese toymaker had the idea for a new line of Chojin turtles to capitalize on Japanese tastes so it got an OVA to promote it, but it and the toys were only released in Japan.
