See http://dpcamps.ort.org/dp-camps/ for an example of this technique in action.

This video demonstrates one method or creating a flash based interactive map for use on the web. The map is drawn and made interactive using Xara Xtreme Pro 5.1.

The basic methodology is to:

1. Create a complete finished design on the first frame.
2. Create new empty frames for every roll-over you need
3. Apply mouse-over jumps to the design on the first frame
4. Copy the design (complete with the rollovers) to every frame
5. Modify the rollover objects to make the highlight effect

with thanks to the folks at Xara and talkgraphics.com.
