His Majesty Sultan Haji Hassanal Bolkiah Muizzaddin Waddaulah, the Sultan and Yang Di-Pertuan of Brunei Darussalam has expressed happiness at the various innovative measures and programmes, being undertaken by Universiti Brunei Darussalam, UBD, such as a programme for the new generation called GenNext, the establishment of research clusters and the upgrading of the Sultan Hassanal Bolkiah Institute of Education, to a graduate school. His Majesty also wished to see a greater number of local teaching staff, becoming senior lecturers and associate professors. His Majesty was speaking in a Titah at the 21st Convocation of UBD at the International Convention Centre in Berakas. His Majesty expressed pride that in its twenty five years of establishment, UBD has shown progress including contributing to development of human resources in the country and hoped that more UBD graduates would choose the university for pursuing their post graduate studies.

Today at UBD, a programme called GenNext is being offered. I belived this step is necessary to further equip our students in facing future challenges. I also wish to see an increase in the number of local teaching staff becoming senior lecturers and associate professors. However, we do not encourage this merely for the sake of increase alone, but such an increase must truly fulfill the qualification criteria as practised by prestigious universities around the world. To this end, candidates for senior lecturers and associate professors must satisfy the required conditions, among them they must be creative and diligent in conducting researches and produce quality publication. All these will serve as the measures of the quality of their works. Without research and creative result, it would be difficult for us to speak of quality.

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, in the titah, went on to express his desire to see the university population, whether they are teaching staff or students to be active in conducting researches.In this context, His Majesty expressed pride with the formation of research clusters in various fields by UBD.

I believe these clusters will attract researches with calibre from both within and outside the country. It is hoped these clusters will cultative the interest of local and foreign students to pursue post graduate programmes at UBD and would choose one of such clusters as their research subjects. The same goes for the effort to expose students to education outside the campus about to be introduced during the discovery year 2011. This will be implemented either through community services, innovation projects, work attachment within or outside the country or studying at renowned of foreign universities or institutions for one or two terms. I most agree with the UBD step in establishing the Institute of Innovation Leadership and Development in January next year, so it can offer trainning programmes on aspects of innovation leadership, mindset change and executive development. I understand this programme would be conducted by prominent experts and professionals from within the countey and abroad. The measure taken by UBD is synonymous with our preparing ourselves to acquire good and capable leaders in future. I see UBD is developing rapidly and one of the interesting development is in its upgrading the Sultan Hassanal Bolkiah Institute of Education to a Graduat School earlier this year. I hope this would serve as a platform for producing teachers who are more knowledgeable and mature.
