Crack this Code #2

Another week, another Code to Crack, this time tougher, solver's opinion showed that the last one was too easy, so, I'm cranking it up a notch, like I promised, so, can you Crack this Code this time?

Like last time, 2 hints will be given to aid your solving:
Hint 1: Helping you determine what the code has to do with.
and Hint 2: Giving a hint on how the code was done, or a pointer towards what you should do or figure out.
