No, he doesn't sound like Kurt, and no one ever will- he may not be the worlds most talented singer but that doesn't matter because the worlds most talented singer wouldn't be able to measure up to Kurt anyways. He had a unique voice and sound that was distinguishable. This cover wasn't bad at all, props for his enthusiasm and effort.
