Spirit Halloween are all sold out of these, and if they don't work right it can be frustrating to not be able to get a replacement. Furthermore, it's hard to find anything else that compares to her.
Does your Rosemary's head not lower down to eat the brain??
Okay, here's what you do - The arms that swivel her head are between her shoulders. Open up the velcro and pop the arms off with a screwdriver. It can be a pain to pop off, so use a little force but be careful not to bend and break the plastic. Take a pair of pliers, and rotate the metal shaft that the arms were on.. up. Hold the pliers there and plug in the prop. Her head will rotate left and right and then the gears underneath her neck should engage. If you hear any grinding and clicking, this means your rotating the shaft the wrong way and going against the gear. Once engaged, unplug the prop, lower her head and hook the arms back up. Don't hook them up with her head upright. Plug in Rosemary.. and voila, her head should cycle left, right, and then upright. At this point, there should be no freeplay in her head. Good luck!
