I'm not too sure of police procedure, but I'd assume if a person was not brandishing a deadly weapon, threatening to blow themselves up with some strapped on bomb, and/or suspected of concealing drugs/weapons, than this is extremely uncalled-for. My dearest hope is that this woman won in court, claimed the personal assets of everyone involved, and got to see them all put in jail for a very, very long time. This should not happen in America, or anywhere else for that matter.
