Yes. The launch directors had a waiver filed with the FAA. 7,400', while high, is nowhere near as high as some enthusiasts fly! 25,000' and higher is not uncommon but is dependent on the geographical location and the waiver issuded by the FAA.

The main did come out at apogee due to the heavy rocket and too small shear pins.
The wind was absolutely calm that morning. It landed within several hundred yards of the launch pad. A very easy recovery, actually.
