3G+ Emergency Video Calls
could help save a thousand lives

My entry is "Emergency Video Calls".
With so many people carrying mobile camera phones in their pockets, it seems only natural that we should be able to use them to dial 9-1-1 or 9-9-9.
This (slightly exaggerated) video demonstrates how, without verbal communication, the operator can respond to the situation.
He can:-
view location details,
ascertain the nature of the emergency,
provide first aid guidance,
record photographic evidence of a crime,
share video, images and other details with emergency services,
and help to coordinate the response
The ability to receive, record and relay emergency video calls would help:-
- Anyone who may have problems communicating over the phone -
Young children, elderly, mentally or physically disabled people, the deaf, non-native language speakers need emergency services as much as, if not more than other citizens. This upgrade would give them equal access.
- Emergency services -
Police, ambulance and fire crews would have their jobs made easier as they would be able to arrange appropriate response based on live and recorded video footage and location information.
- Victims of crime -
Increased availability of recorded video evidence would increase apprehensions and criminal convictions. People do not usually commit crime if they think that they are likely to be caught and convicted, so there is the very real potential for reducing levels of street crime and benefiting communities around the world.

My concept is not aimed at 'wealthy' people or countries, as it can help people around the world in the long run.
Many technologies are available in certain countries before others. 3G networks were available in Japan 5 years before USA. They are being made available in many poorer countries now.
I hope that this technology can help the vulnerable wherever they are. Please have a look at my website for more details of how the system could help special needs groups

Another quick note about cost.
For the emergency services, the cost of implementing this system will be very competitive when compared with current systems.
Moreover, with an increasing number of cheaper entry level 3G mobile phones (ie. LG and Huawei models) now available, accessibility is becoming less of an issue.

I hope your idea get funded. It will also be a great device for deaf and hard of hearing people who use video phone to make calls.

Thanks a lot for your support. The idea is that callers who are hard of hearing could use sign language to speak to an interpreter.
In some places right now typetalk or SMS can be used to contact emergency services, but this is slow and not really a good way of communicating. Sign language over video should be available.
