Dude its obviously not based on The Killing joke, it's just a fan film that goes into the origin of Nolan's Joker and is titled the killing joke in tribute to Alan Moore.

@jazzyguy22 Thank you so much for your comment! Like I said before, this is an adaptation, and remember that adaptations can be "based on", "inspired on", and many more types. This is a story about The joker that Chris Nolan created for The dark knight movie.
The title is The killing joke because that was the story that told us one joker's origin; that being said, this is an original idea for an adaptation that we came up with and I hope you liked it.
