The Imperative of Partnering against Poverty
Out of 6.1 billion people living on earth, 2.8 billion live on less than two dollars per day. The only effective way to change this unacceptable condition is to forge new and lasting partnerships among business, governments and institutions, and the grassroots.

Hernando de Soto is so wise, he has identified the key root cause that explains why some societies prosper while others do not. His solution is to focus on changing the legal system in order to allow the impoverished to be recognized as real people with real identities and be able to participate in the same legal system that the elite do. The problem is that the government elitist in these countries enjoy the class system and do not want to give it up.
