The chest patch is correct. (Although it does not really matter for a chest patch.) I had 2 patches for my ACU (from ROTC) and both were for the right arm, that is why the stars are on the right. There are may pictures available of troops in the field wearing chest patch flags facing both directions. The most common velcro-patches in the Army are stars right.
