my left side of my tailgate handle broke, ive watched the video and see how its done but i have a spray on bed liner. do i have to scrape up the liner to get to the t27 bolts?

Hello, my tailgate won't even lower because the handle is broken off the hinge. Will this fix be sort of the same, just not folded out?
