It's a really short excerpt from an old cable access show in Austin called something like "At Home with English" or something like that. It was for non-English speakers learning to use the language....thus the slow, heavy enunciation. Go the webpage noted in that watermark on the bottom left-hand corner for more examples. Good stuff there.
