Have you tried putting an oxygen ballon into a microwave? THEN DON'T TRY. Someone has already done this for you, and it's not recommended that you try it.
The announcer said "the speed at which oxygen burns". But he was DUMB, because oxygen combining with stuff is what burning is. To burn oxygen would mean combining oxygen with other oxygen and that just doesn't happen (except when a lightning bolt strikes). But that is a slow reaction to make ozone (which doesn't even like to be ozone so it quickly breaks down to regular oxygen). What actually happened here was the rubber balloon burned so fast (because of the oxygen) that the balloon exploded.

It has to be some sort of fuel - oxygen cannot burn by it self.
But it doesn't have to be a very explosive fuel to explode in the pure oxygen
