The Dalai Lama in his home of exile, Dharamsala in India, arrives for a meeting with journalists.
The Tibetan spiritual leader said U.S. President Barack Obama wanted serious engagement on the issue of Tibet.
Obama had called for a resumption of dialogue between the Dalai Lama's envoys and China to resolve the Tibet crisis while on his recent visit to Beijing.
He said this was the reason Obama had avoided meeting him before he had visited China.
[Dalai Lama, Tibetan Spiritual Leader]:
President Obama himself wants to do something for Tibet it is sure. So he want to carry more serious engagement about Tibet so if he before his China visit meet me then the Chinese government have to take some punitive action against him.
He went on to say that the winds of change must at sometime reach China bringing democracy and freedom of speech.
The Tibetan government-in-exile said last week it was willing to talk to China following Obama's comments.
Chinese officials and envoys of the Dalai Lama have held eight rounds of talks, but little of substance has been achieved.
The Dalai Lama fled Tibet to India in 1959 after an abortive uprising against Chinese rule.
The Dalai Lama, dubbed a "splittist" by Beijing, says he is merely seeking autonomy for Tibet.
