what effect program is that at 3:30? it also sounded like some modulation as well.

IIRC it's mostly the kaossilator (between 60 and 79, the FX ones, cant recall OTOMH the exact one) and the miniKP is either delay or fx 18, formant+delay, again, can't tell you for sure
