As far as I heard on the news, around 4000 cell phone user lost their wireless service because of this event.
But hey, they filled in a river bank and build these buldings. This is called "corruption in government kills people and then you can blame the mother nature"

I dunno :( This is really helping answer isn't it :) My opinion is his personal stuff maybe cell phone etc. because he put those to higher shelf. I guess he thinks he will come back to get them.

I thought it might have been cash but why would you leave an unlocked drawer full of cash sitting there like that? ;)

I don't think it is cash. Why would he put the cash instead drawer under the flood :) put it in to your pocket, man! (with same reason like yours) And if this place is security office that kind of money may be the only the dudes personal money.
