how do you get to this dungeon

Oh yeah, I skipped the video where I unlock it didn't I? Heres how listen carefully.

To unlock, you need to go to the Solar Cave, and find HM surf. Then, the next day I think, they'll be a cutscene once you past the center of the square, Which is going towards the bank and the friend aread shop, they will be a spinda that passes out, you and you're partner help it out, then you get the clear wing. After that you go to the Great Canyon to talk with Zatu. After its done, you can then go here.

I dunno. Probably somewhere from 35-45 I'm guessing, since entei is at lv45
