Having moderate succes teaching my dog the Touch Command- she seems to be getting it...How can you tell whether she's just sniffing for treats, or knows thats what she needs to do for a Beggin strip???

Don't stop giving treats cold turkey. Should be something like 3 treats 1 non treat reward, 2 treats, 2 non treat reward, 4 treats, 2 non treat etc until you gradually remove treats completely.

When she can touch your hand 10-15 times in a row only when you give a command and can do that in 2 separate training sessions, then she understands the command and what you expect. When she gets to that level you give random reinforcement. Sometimes its a treat, some times just a good girl, some times a toy etc. Also something at a minimum verbal praise.

The end goal is to have the dog touch your hand only when you give the command. Once you get to that stage, you know she's not touching just to sniff for treats because she should only do it when you say it. However, working up to the point - yes, her initial reason for touching your hand is she smells a treat and gets rewarded when she touches it.
