Wow, I'm guilty of thinking like that and didn't know. Where I'm from bags are free.. reusing bags even gets you 2 cents. When I heard her apologize, I realized that the bags aren't free from stores, and if you want one just for a bottle of pills, 5 cents isn't that much of a hardship. Then @Pharmer pointed out that it might be a tax of some kind and I understood that it may be fully out of her hands.
