Targa Newfoundland Rally 2009 - Day 1 • STILLEN Nissan R35 GT-R • Stage 1-4: Osprey Trail West • Distance: 9.67 km • Finishing time: 4:12 • Average speed: 138.1 km/h • Penalties: 0 • Note: Fastest stage time not important here, as were theoretically not allowed to exceed a 135 km/h average.
This was bs. If you read the magazine article, Millen was pissed that he set a new record for the entire event but he still finished 5th overall because of the tiered system. Not very exciting and no incentive to develop a car like Millen did only to have your finishing time devalued due to a flawed points system.

Some road rallies are scored by how close you get to the target average speed and time for the stage.

To make it fair for lesser-powered cars and to even out the field of cars. In my opinion its b.s. Let them run what they brought and the best car will win

Why would the Average Speed matter so much?
