i think this place is flooded and the dog has no sleep yet because of flood..no place is dry so that he take a nap if i were this poor guy i will take that dog to more safer place..

The dog was in an aquarium in Chinese or Vietnamese restaurant. Like a lobster. "RED LOBSTER STANDING BY.. COME IN DOG FORT, OVER.."
