Did you notice that his name was Joseph Meegar. Which sounds just like Meager, which means - Deficient in richness, fertility, or vigor; feeble: Which is exactly what he was. He was basically LESS than average JOE. I think it's significant because Dr. Bishop kept repeating his name during the pigeon experiment.
