I have dreamed of visiting Russia. Maybe some day I will finally save the cash to go visit. Is it expensive to stay at area Hotels and tour?

Is this the "main" shopping street in Noril'sk? In a lot of videos I have seen of this place, this road is shown nearly all of the time. Also, are they Christmas lights hanging above the road at intervals? I would so love to visit this place.
