You get Sephiran when you do these requirements:
1: BK(Black Knight) is played in last chapter of part 1.
2: Get Ike to attack BK in Chapter 7 of part 3.
3: Let Pelleas live through the game.
That's all you need to do.
You also get Ike's memory after you kill the BK in the Final chapter of part 4.

@FonMasterIon He doesnt come with Creylidad, and Rexaura is better anyways. Balberith can be good with him because he can hit.

You have him for one chapter right at the end for about 2 turns, and his light tome is better than any dark tomes you can give him anyways.
