Carbon dioxide (CO2) does not exist in liquid phase at room temperature and pressure. So that soild CO2 would change from soild to gaseous state directly by sublimation when it is thrown into a cup of hot tea. Since sublimation is an endothermal process, the surrounding air temperature is lowered. The white gas coming out is water vapour, not as many people thought that is CO2, recall that CO2 is colourless in gaseous state!
