Wow, people just don't do research before making assanine comments. This is a parody of a sub-culture within japan called the gangura(?) or black face girls, now known as gals. It was a protest against the restrictive rules in society for females. From this came the para para dance movement, which many youths liked since it is predictable and afforded a collective individuality. A Japanese comedian decided to make a parody of the culture and chose a east-European song to base koi no chiwawa on.

You described it well and you are right that this was meant in humor. It was a big "street girl" thing in Japan a few years ago but has died down a lot now. I wish people would not jump on everything and call it racist... Thank you for educating people! (^_^)
