You know how you wake up sometimes from a dream at a vital moment? Nancy knew she could wake herself up by burning her arm in the dream, thus making her wake up. You'd wake up if you felt a searing pain on your arm. And I'm assuming Tina was able to wake up because Freddy wants her to. Remember, Freddy OWNS the dream world. He could let someone live or die. He's willing to let someone live a bit longer to nail in their fear of him.
