just go to high hrothgar sneak behind the people while their praying and attack them while you are hidden. my sneak went from a 20 to a 76 in 1 hour

This is no bullshit i promise. But if you have been or unlocked High hrothgar get a steel dagger (only works!) crouch down when the mages are sitting go behind them and attack when they get up look other way when he sits down do it again. now gimme thumbs up!
