GTA4: Carpocalypse Now

Inspired by dot12321's GTA 4 Carmageddon: as he detailed, I edited the handling.dat file typically found in:

C:\Program Files\Rockstar Games\Grand Theft Auto IV\common\data

...and changed the 21st column ("wbias," typically values ~.47-.5), the wheel friction/traction bias, to -9 for all cars (not motorcycles). Cars remain normal until they're touched (by the player, a bullet, or another vehicle), at which point they accelerate into lunacy.
