Can it steer? From what I can see, the centre and front wheels are powered by left and right motors, and the rear wheels share the third.

This prototype cannot steer. The goal here was to work with the suspension system. Adding a differential on the back axle would enable the rear wheels to both be powered by the same motor and turn independently. Then by controlling the power to the front wheels, you could have differential steering. We are currently building one of these that is about 3 times bigger in my lab. It will have two motors on each of the six wheels. So the wheels can drive and steer independently.

nasa should make one and send it to mars

This suspension design is in fact modelled after the Rocker-bogie suspension used in the Mars rovers Spirit and Opportunity who are currently exploring Mars.
