Will the canes grow back 1 day or should i cut it back and regrow it .

Hi! I have a vine in the second year now and i did the mistake of cutting all the canes out so it can grow faster ,i also did the mistake of doing it in the summer , it has reach the point that i wanted and i cut the tip off .Half way across the top witch i was cutting out all the canes grows nothing out for the pass month and the leafs look sick, the other half tors the end wich i left 4 canes its full of life and it looks very healthy.
