Hi, Yes they are efficient. The exhaust valve is held open during the "Miss" cycle so fuel is not pulled into the cylinder due to no vacuum being created to pull air/ fuel thru the Carb (actually it's a mixer on those engines - much simpler than a Carb). Have a super day, Mel

Then once the exhaust valve closes, the piston downstroke (still being driven by the flywheels) pulls in a mix of air/fuel from the only place it can.....the intake valve....which has only a weak spring holding it lightly closed the rest of the time?

So when the exhaust valve is open, all it does is suck in fresh air with no fuel from the tank, right? So it uses little or no fuel while coasting?
