A lot of people say Premiere simply because of it's popularity. Vegas is not an amateur level editing program as some here have said.
Vegas tries its best to incorporate more tools. Premiere is integrated with other Adobe products, which you'll need to have to take advantage of.
Premiere is arguably a little more powerful, though there are some areas in which Vegas excels. It's more hardware efficient, easier to use, and has MUCH better audio tools.
You can't really go wrong with either.

premiere or vegas,or after effects is same to me..i love making video intro with adobe products coz it was really cool..but to edit video or add some great effects,vegas is my choice..i can make a video like a movie look...

@nessquik95 to be honest. i don't really think so. the opacity blending modes aren't there in CS3. They are in an effect called Compound Arithmetic, but I don't think it works as well/at all for the rain to blend properly. The rest of it, I think does work. :)
