Slow Cars & Horning - Kanal 2 Reporter News 01.05.2007 5/6

Russian drivers still drove 5 km/h and horned paralyzing the traffic and movement of essential services as ambulances, fire department vehicles.

Drivers had installed switched on their cars electrical system to be able to switch between enabling and disabling the use of horn. When police stopped them they switched the horn off and demonstrated that their cars horns are not even in working order. Others just had an excuse that their car broke, so everyone had their car "broke" at the same exact time.

One woman simulated that she were dying and called herself an ambulance.

Maximum penalty for both together (horning and slowly driving) misdeeds is 3000+3000 = 6000 EEK.
