The technique used in this cartoon is called Synchro-Vox and it was pioneered by Edwin "Ted" Gillette for Cambria Studios, which also produced the better known cartoons, Clutch Cargo and Space Angel.
The animation itself was simple but the lips of human actors were then spliced into the animation to give some semblance of movement.
For what it's worth, Conan O'Brien also used the technique on his NBC talk show.

Ted Gillette's invention "Synchro-Vox" was used in Clutch Cargo, Space Angel and Captain Fathom cartoons, all of which were examples of what was called "limited animation".
All three were produced by Cambria Studios between 1959 to 1965.
