How can the House of Commons be accountable to Canadians by giving an Oath of Allegiance to Queen Elizabeth II, "Queen of Canada" and her heirs? At no time do they give an Oath to Canada, Canadians and the Charter of Rights and Freedoms.

In oder to answer your question the best I will quote from O'Brien and Bosc (Chapter 4):
"When Members swear or solemnly affirm allegiance to the Queen as Sovereign of Canada, they are also swearing or solemnly affirming allegiance to the institutions the Queen represents, including the concept of democracy. Thus, Members are making a pledge to conduct themselves in the best interests of the country."
