Hi man. Hu Jintao is the leader of the party and the army. Wen is the leader of the government. Generally speaking, Hu has more power then Wen.

Note: though premier is legally ranked as number 3, through out the political history of PRC, premiers always had more actual power and were more important than the Chairman of the NPC, so basically the position is the second most power position, after president (or the paramount leader)
