The first part is from a song called "Chonlima", that it means "One Thousand League Horse".

The first part is a piece I don't recognize. The second is an arrangement of "Yatai Bayashi." The seated drummers usually ride inside large floats during the Yatai procession through Chichibu, which lies to the northwest of central Tokyo.
