You can use any weapon in 3rd+ regardless of proficiency, but if you didn't know the weapon you took -4 penalty.
THACO wasn't truly removed, however, it was turned into attack bonus. Instead of needing to roll a natural 20 to hit AC -10 a monster's AC can exceed say 40. All they really changed was that they unlocked AC.
Doesn't make it any easier to kill the Tarrasque, however, even with only 35 AC.

magic-users can wield swords if they choose the weapon proficiency feat for it(in both 3rd and 3.5E). :P

Defenitely looking foreward to this, it looks very cool and funny. Well, I know there is no THAC0 since 3rd Edition of the game anymore, but generally allowing magic-users to wield swords by the book...is this 4th edition then? Please tell me.
