Simple fact is that there was a massive security failing on all fronts. The FBI, who should have been watching them more closely was gathering evidence against a brothel on New Orleans, the CIA didn't really care because they thought that airport security would catch anyone getting on a plane with a bomb, but they never prepared for simple box cutters and planes being used as bombs!
